Judging by the number of questions on the subject there are many international students who think this is a possibility.

At least in Canada this is virtually impossible.

Full scholarships are rare for undergraduates, international or Canadian. A few very exceptional students may get one but many thousands of students apply for every one that gets one, and many are not open to international students. Some are focused on specific needs, people with disabilities, people from specific areas etc.

It is different for post graduate work, because there are often research jobs, or grants for specific research that help fund education.

I believe the situation is similar in the US and most countries.

If you want an education, save your money.

While not necessarily “scholarships,” there are a few countries who offer free tuition to Master’s students to attract international students. Despite the fact that these are not scholarships, taking advantage of free tuition is certainly a smart move!

Germany is an incredible value for international students from any country, offering free Master’s degrees and low-cost undergraduate international fees. The thing to watch out for in Germany is the cost of living, where tuition may be free but the cost of renting a flat may be astronomical.

Finland is another country that operates similarly to Germany with low or free tuition for international students, but you would have to research further into specifically Master’s degrees.

Sweden offers free tuition for research doctoral degrees, so not all majors or areas of study are included. But the country typically has a high cost of living, which should be taken into consideration.
