Judging by the number of questions on the subject there are many international students who think this is a possibility.
At least in Canada this is virtually impossible.
Full scholarships are rare for undergraduates, international or Canadian. A few very exceptional students may get one but many thousands of students apply for every one that gets one, and many are not open to international students. Some are focused on specific needs, people with disabilities, people from specific areas etc.
It is different for post graduate work, because there are often research jobs, or grants for specific research that help fund education.
I believe the situation is similar in the US and most countries.
If you want an education, save your money.
